According to reports, in order to implement the “Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles” by the General Office of the State Council (Guobanfa [2014] No. 35), the public security traffic management department has implemented classified registration and classified management of new energy vehicles. New energy vehicles exceeded 1 million, reaching 1.018 million, of which 825,000 were pure electric vehicles and 193,000 were plug-in hybrid vehicles.

In order to better distinguish between new energy vehicles, the Ministry of Public Security has initiated the design and pilot work of special license plates for new energy vehicles since 2016. In the process of designing special number plates for new energy vehicles, the Ministry of Public Security organized a multi-channel, multi-form, and multi-level opinion solicitation activity to gather wisdom from all walks of life. A total of 145,400 people participated in online voting and solicited 110,000 opinions. At the same time, the opinions of relevant departments and industry enterprises were solicited, and professionals were organized to conduct in-depth discussions and systematic demonstrations. According to the situation of online voting and soliciting opinions, the model with the highest vote rate was finally selected as the model of the special number plate for new energy vehicles.

The style of the new number plate embodies the meaning of “green, environmental protection, and technology”, with green as the main color, adding a special logo, adopting new styles, new materials, new techniques and new anti-counterfeiting technologies, which can realize distinguished management, easy identification, and Can highlight the characteristics of new energy and technological innovation. Among them, the background color of the special number plate for small new energy vehicles adopts gradual green, and the background color of the special number plate for large new energy vehicles adopts the double color combination of yellow and green.

The capacity of new license plates has been expanded to better meet demand. Compared with ordinary car license plates, the special license plate numbers for new energy vehicles have increased by one, from 5 to 6 digits. The capacity of license plates is increased and resources are more abundant. The coding rules are more scientific and reasonable, which can meet the arrangement needs of “less letters and more numbers”.

In addition, the cost of special license plates for new energy vehicles remains unchanged, and the current national standard for ordinary automobile license plates is still implemented, which is 100 yuan per pair of license plates.

Starting from December 1, 2016, five cities including Shanghai, Nanjing, Wuxi, Jinan, and Shenzhen have issued special license plates for new energy vehicles on a trial basis. At present, 76,000 new license plates have been issued in 5 cities. The pilot projects are progressing smoothly and the effect is good, and they are generally welcomed by the masses. From the second half of the year, the new license plate will be gradually promoted and applied nationwide. Adhere to the active, stable and orderly promotion of the development of new energy vehicles is a national strategy to effectively alleviate the pressure on energy and the environment, promote the transformation and upgrading of the automobile industry, and promote my country from a major automobile country to a powerful automobile country. The comprehensive promotion and application of special license plates for new energy vehicles is an important measure to implement the State Council’s strategy of promoting the development of new energy vehicles and to deepen public security reforms. On the basis of summarizing the pilot experience, the Ministry of Public Security deployed to promote the application of special license plates for new energy vehicles nationwide to further expand the scope of reform benefits.
